As far as I know, that feature is only available to Supporters. (It might me available to members too, I'm not sure.) The procedure, is to UPLOAD it from your Profile. But! There are LIMITS to the file size. I think it's 100X100 Pixels for your Profile Picture, and 70X70 for your Avatar. (Those figures are available when editing your Profile.)
