They take them off because sandals easy to take off, and young people's feet are naturally restless and want to be as free as possible! I used to wear slide sandals as slippers in school, and those wouldn't last a minute on my feet when I was sitting in class. I'm glad my teachers didn't mind it at all since I think it really helped me concentrate. Kids are inherently fidgety and like to play with both their hands and feet, so they'd surely make for more relaxed, patient and obedient students if they had nothing choking their feet as they study. I'm currently taking some college classes online, and of course I'm barefoot! Though it absolutely doesn't matter to anyone else since my feet are far out of sight. Heck, I could be on camera without my pants and nobody would notice.

I did wear socks with my sandals most of the time as a schoolboy, unfortunately. I was still a bit foot shy back then, so just replacing canvas sneakers with slide sandals was a big step forward for me. There was much fun to be had even with socked feet, though. I did get to wear my sandals without socks when weather permitted and it wasn't seen as unusual, which was usually during the last month of the school year (late May and early June) and the first month of the next (September). On my last day of elementary school (that's in eighth grade where I live) I went to school completely barefoot. At that time I was getting a bit more comfortable with showing off my feet and I just wanted to do something a bit mischievous. I probably would have gotten a reprimand if I did it any other day because not wearing your slippers was an infraction of the school rules, and I was otherwise a nerdy, straight-A student. Thankfully, my teachers didn't care about it at all, and we didn't do anything productive on our last day anyway!
That is a stupid rule, and would be very hard to enforce. I have been working primarily from home since March, taken online classes, "gone" to meetings, etc., and have been barefooted for each of those. And honestly, I believe I've been more productive, partly because my feet are free. Whoever made that rule for students has too much time on his hands.

As a teacher, I don't care if students have shoes on or not. In fact, a number of students slip off their shoes while in class. I teach high school. When we were forced to teach from home, I never saw what students were wearing, or not wearing.

It goes without saying its easier to get barefoot in class if you dont wear socks. just slip the shoes off your heels, leave your toes inside the shoes as your heels stick out. after awhile bring your toes out and set your bare feet on top of your shoes. voila, youre now barefoot in class, and who should really care
