I don't believe that those at the apex of human hierarchies of any type throughout history care much about democracy/freedom from exploitation of the masses except for themselves ,with some exceptions. Humans are self serving creatures and lip service to ANY governance ,real or imagined that placates the governed will and has been used,not to mention those subjected to rule by force. Some kind of advantage is what most of us want in life and those with the WILL TO GOVERN acquire/have most of it and intend to keep it that way. Democracy,libertarianism,communism,socialism or any other ism--will always be set up up to benefit those at the top at the expense of the wage/slave class. Always been that way from clubs to H-bombs. Why would anyone think it will ever be otherwise?

So,the answer is no one.

 

Democracy is a disease. I hope humanity will find a cure soon.

pointing out flaws or criticizing policy is not the same as lack of appreciation.

in fact, it can originate from appreciation and a desire to make something better.
