    Dear Council.
    I went for a run this morning wearing shorts and the terrible cold in London really affected my legs.
    Will you please ask the borough engineers to turn the sun up a bit, or arrange supplementary heating for the roads in this area within the next 24 hours.
    I expect a far better standard of service in 2019, so don't just think that you can fob me off. I am not stupid.
