What may have brought about this poverty in quality leadership !
To be fair to the US, the international community basically agrees that Russia is already violating the treaty. That said, the US is just using this as an excuse to get out of it because they want to be able to develop these weapons to match China, since China is not a signatory to this treaty.
Could be an out for the US and Russia. Russia is the most immediate beneficiary and has the greatest need since they essentially border China. Technology is gradually removing the border issues as missiles become orbital instead of just ballistic. I'm sure we already have missiles and guns in the sky. If we have another great war, it will probably be a smokescreen for mass population disposal.

I doubt that there will be an arms race between the US and Russia. If it does happen, the US will win it. We can afford to deploy a lot more warheads than Russia can afford to deploy. These new ground launched cruise missiles will be interesting if we sell (or give) large numbers of conventional versions to Japan. That would give China second thoughts about bombing Japan if war breaks out. And that would make China think twice about starting a war in the first place.

The US withdrew from the Intermediate-Range Nuclear Forces Treaty and is going to start building ground launched cruise missiles again. I know of no plans to sell (or give) conventional versions of the missiles to Japan. But if we did so, that would greatly complicate Chinese war plans.
