I do not think either would be to blame. I think it is good for for individuals to try to get attention than never hurt anyone.

"Revealing" is a relative term. Some people like comfortable clothes. Practical clothes. And those may have the side effect of seeming revealing to some others.

A single layer of breathable thin fabric may easily hint at what's covered while providing the greatest comfort. Loose minimal covering is easiest to put on and remove, plus allow necessary bodily functions with minimal hassle.

Sure there's some who shoot for visual impact and attraction, skimpy yet lacking comfort and practicality. But comfort and practicality can appear skimpy. Or minimalist as I prefer to frame it.

 

Its not only the top that can be a turn on. Tight jeans which my wife and fwb wear magnificently or daisy dukes showing her long toned legs which my fb wears. Spandex leggings which shows the camel toe which my fwb has gets me hard lol
