Wait a minute.. Did you see the skid marks? These were probably made during a test run of the fake, almost hitting the actor, or maybe they didnt like that take at all and decided to film while moving. also, this was said to be a police cam. A police officer would stop. There would be side spots put on, possibly rear and forward flash to alert drivers, but not to obscure the side of the road where officer will be looking..
