True, but in my case it wasn't that the foreskin was overly tight (it moved over and back just fine), but when it was moved back, the oversensitive glans was way too sensitive to touch (as in direct rubbing from masturbation), and having sex was painful to my glans, not the experience I was looking for. By leaving the foreskin back, the glans was exposed to the constant rubbing of my underwear, and eventually got less sensitive, just like happens with circumcision. Now, the sensations are greatly enjoyable, and the problem of too much protection provided by the foreskin was solved.
