It's all just bravado on Putin's part. Even if such a missile system exists (which I doubt it does) it would be suicide to use it. In an all out nuclear exchange there would be no winner and everyone knows that. Putin is just talking big shit before the election.

Meanwhile, Putin was the P.M. to Pres. Medvedev. Putin was always in line to take a 3d term, which contravenes Russia's constitution. Our current Pres. utterly ignorant of that; otherwise, he would've been touting Pres.-for-life Putin long before he discovered China's autocrat.
