The Saddest thing about it is that the Victims/family/friends get No chance of parole from the Heartbreak of a forever lost loved one.
The offender "may have changed their ways" - but that doesn't do anything for those now passed.
It's known that there's not enough Jails/staff/Policing staff because of lack of funding from the H.O.
Prisons are overcrowded and expensive to run, and letting out some to accommodate others has been the case for a number of years.
Seems to me that if someone gets ;LIFE' then after any release, part of there condition should be a Tax, that they pay for LIFE, (and not just a one-off fee at Court hearing) to supplement either/or Victims of Crime or the system that is there to prevent, investigate and ensure culpability for those who offend.

Your tax idea sounds great, perhaps once we free ourselves from the EU interfering in our legal system it would be worth considering.
Regarding that "Noye" character, I would add a lifetime driving ban.
As you said, nothing can bring his victim back, but it may show those left behind that we will not tolerate road rage that leads to violent behavior.
