Maslow's pyramid does a pretty good job of defining poverty if you cant take care of your most basic needs that's a problem, a large percentage of the homeless in the states is by choice so does that qualify as poor or poverty stricken? And by that I mean the addict that makes poor choices not the mentally ill. Here in S Fla the homeless change by season when winter hits up north our homeless population increases dramatically. The homeless also increased back in the '90,s when insurance by and large gave up on the mentally ill
