A video series called The Getaway in Stockholm has a similar idea. Rich man goes and plays with his car on the public streets. Since the Swedish police do not have a chase policy for public safety and since their cars are so slow compared to high end cars they can not catch the rich man. So he just toys with them when the lights flash. Some say the tapes are fake. The Swedish police were not happy to have DVD series making a joke of them. They felt it was real.
