Yes, it is.....diaphonous...I went to an aquarium one summer and saw many fish that looked like that....they are dwellers of the very deep...the ones i saw that looked similar to your photo at the aquarium...such amazing creatures....others look so prehistoric with big block heads.....those deep dwellers.....nothing like others that are higher up in the ocean waters and that we are used to seeing.
