Black people do have a long history of usage here in the US.

Perhaps your distance blinds you to this fact, but if you ask most black Americans, most will tell you they do get used by the political establishment in this country. Its gone on for decades. The only real shift is now the government is paying more attention to the growing Hispanic population instead of blacks.
