Lots of bad can come from going to the police. Given the typical status quo mentality of most folks, who is the community (let alone the police) going to believe at the start, A longtime pillar of the community or a 19 year girl without any economic means? Get the police involved too soon and the Pastor could and most likely would make good on his threat to charge her with theft of church funds and then Julia AND her mother would be ostrasized and denigrated both in general gossip as well as the local press. Better to contact a women's advocacy group or rape crisis centre and get professional backing before registering any official charges.

Even if this poster is a troll, I think this is a very important message that needs to be sent out to everyone that has been raped: Tell someone. Be it the police, or female guidance or anyone. Just makes sure that someone knows because they can help. I personally think that the police are the best people myself.
