Well... you can use a tissue to blend pencil strokes, but make sure the eyelid-lines and lashes look sharp! So be careful The first thing you should do is drawing the darkest bits of the eye, which includes the thin circle around the iris and the "eyelid-line"! Make sure you concentrate on a small part of the drawing - for example the iris - and keep on drawing and erasing until you're satisfied with it! A kneading eraser's the easiest erasing tool, since you can make it either sharp or round and stuff... to make highlights just carefully "dab" your eraser on the paper where you want your highlight to be! For the eyelid I'd advise using an eyeshadow brush or something similar to smudge! Also, try to draw eyelashes in bows... Good luck!
