Three reasons for being able to skin it all the way back:

1. cleanliness ... you really need to wash the smegma that accumulates under your foreskin. It can have a bad odor and possibly lead to an infection.

2. not as important ... there are a zillion nerve endings that are hiding on the inner part of your foreskin .... all of which add to your pleasure. This is what you lose when circumcised.

3. many women prefer an uncut penis. (those with good judgment and good taste at least)

Phimosis will not go away by itself. Easiest way is to masturbate frequently ... 2-3 or more times a day ... using strokes that tend to pull the skin back over the head. If it tears a little you'll need to take steps to prevent infection during the 3-5 days that it takes to heal.
