ground-up downer cattle, which in humans became Creutzfeldt-Jakob disease (CJD)

Not just cattle fodder, but a lot of that feed also contained ground up sheep who had been slaughtered because they were suffering from the sheep version of 'mad cow disease' - called scrapie. Scrapie has been a known disease of sheep for many, many decades.
