Really, there is no "should". People can do it whenever they want in whatever context they want. There are no universal laws which all people should live by.

Masturbation is the best thing since sliced bread. It keeps people normal and healthy and keeps lots of folks from just hopping in bed with somebody just because they're horny. It helps you to learn about your own body and to have a happier sex life when you get married and to be more attuned to pleasing someone else. That bird-migration dude is just trying to get everybody worked up. I don't think he really believes that, and I also don't think he's Catholic either. Just my opinion.
