Ok, so If i have a 3% chance of developing a disorder. 3% increased by 40% is NOT 43%, it is 4.2% (almost positive, but the article does not make this clear)
They make it confusing/misleading by using percents increases percnets. If you think of it as having 3 hours. Then you smoke weed and you have 40% MORE hours you have 3x.4 = 40% of 3 +3=4.2 hours

It also contradicts itself....

"Among ALL cannabis users the LIFETIME risk increases 40%" (to 4.2%)
Then later it says, Risk depends on dose and risk will go down if use is stopped.
What happened to ALL users of varying doses and LIFETIME risk?
