Mischief aside I hope one day it will be more socially acceptable for men to wear skirt. Not talking kilts I would just like to be able to wear cute comfy skirts without people looking at me like I have a third eyeball! I think men can wear skirts in today's societies that embrace the alphabet soup folks. They might conclude we're part of something but they can't get too outwardly judgemental without risk of repercussion. They'd probably be extra hard on us if things showed, though. So we'd have to be extra careful about that. I find it good to wear open airy shorts which approximate skirts, that way I can feel relaxed about things showing as long as it can be easily interpreted as an accident. And the main idea of skirts is to get healthy airflow around one's bits along with the ease of access - which shorts can also provide when made/alerted to do so - and accidental exposure goes hand in hand with the principal benefits. People who look inside my shorts don't get testy but I bet if I were wearing a skirt some people would. I'd wear a knee length skirt without worrying about showing but that would reduce the principal benefits of airflow and access.

I often go out without panties in public, but I don't wear extremely fitted pants or skirts when I do so because it's just for my personal comfort.

 

That's the bottom line, comfort. Eliminate those layers and get some airflow, it feels so much better with ventilation keeping things drier. I'm convinced it's better for health.
