I've seen similar incidents in person. One was a man in a wheelchair who jaywalked diagonally across a fairly busy intersection with no traffic lights. There were wheelchair ramps at each corner, so there wasn't an excuse to cross diagonally. I saw the same man another time pushing the wheelchair backward slowly with his feet as he crossed the street, unable to see what was around him. https://www.youtube.com/watch?v=nrd07S8N9RY

the guy that made that video must be a little off; those were some of the most non-noteworthy driving clips i've ever seen. i'm not even sure what he thought was wrong in some of them. i've never heard that you're supposed to stop for a flashing yellow light. usually that is on the road that is not supposed to stop, while the cross street has a flashing red light that means you need to stop.
