19 everywhere else (with the exception of some northern communities that are "dry" and no alcohol is allowed at all)

I thought the northern areas is where most of the alcoholism is?? Nunavut and places like that.

 

It's illegal, but people still do it.

Also, Northern Labrador is where most of it happens, I believe.
