The lawn mower won't run unless the choke is fully on.

Rebuilt but not adjusted... It's set way to lean, that's why it only runs with the choke full on. Fuel filter may be in the fuel tank.

    Who rebuilt it?

Hubby says there is no adjustment on the jet and he didn't look in the fuel tank for the filter.

May have missed something like a grain of sand stuck in one of the ports. Is this the same reason it was rebuilt?

It is. He didn't blow it out with the compressor but short of that it looked clean.

With the choke closed it's running rich, but in this case it can't run without so it's not getting enough fuel.

Also when he took the clamp of the fuel hose, fuel flowed very freely...

So if there's a filter in the tank it's somewhat okay...

Right. It's a used mower. Cost $75 bucks. He and son are ready to say "fuck it" and run it on choke since he'd have to get another set of new gaskets if he was to blow it out with air compressor.

He said he blew everything he could reach with wd40. He couldn't reach the venturi with the straw on the WD40.
