He probably ment the jihadists coming from the west, who were raised and educated here, but traveled to Syria or Iraq to help the extremist fight over there. It should be clear by now they do not all enter this fight for the same reasons. They're not all poor and uneducated, they're not even all fighting for their god or because they've been misled spiritually/religiously. Yes all those people and motives are there but there are many more fighting out of frustration with the hopeless situation and fighting for land, influence, power and/or money.
Personally I think it is plausible those 13 boys were primarily killed to intimidate and scare people, not because they sincerely believe those kids deserve to die for watching one soccer match (which seems to be against their version of sharia law).
