Of course, it's possible. One of the big questions I've heard asked is what is the difference between making love and fucking and I've heard so many different answers that I kinda boiled it down to intent; if you're about to be in that moment with a stranger, do you want to fuck or do you want to make love - and then, what are his intentions and/or what is he expecting from you? And all according to what those two things mean to you. Of course, you can make love to his cock when you're sucking him or you can just get him off in a "no frills" kind of way. Have I ever made love to a stranger? Probably. I don't think that it's possible to "make love" to a stranger, but I *do* think that it's possible to fuck an acquaintance/friend, if it's just being done for fun.
