Is it against the law to dig large holes on public property?

I'm sure local government found some way to illegally dig without a permit. I know where I live, you can barely dig a hole for a mailbox post on your own property without having a city issued permit. It's complete shit. I refuse to abide most laws I find to infringe my divine animal rights, though.
