Provided you're not doing anything else, as in tonsil diving, or manually feeling her up. Unlikely, I'd say. People usually don't go into crotch rubbing without some preliminary petting action. So yes, it most certainly is cheating, don't kid yourself you're not.

 

If you can do it so that the person getting humped doesn't notice-- then you're not cheating.
