    It never pays to make bad neighbours unless you know you are moving very soon. :)

    Compromise, in that you are as considerate as possible to other tenants and stay within your bylaws for noise.

    Also smile at the person who you think phoned the police as it is going to drive them batty. Best revenge. :)

    I'd go with the second option first.

    I started text message service for all my neighbours after one called the cops in the first week I moved in here :D The one that called the cops is gone for months already and the current neighbours are pretty reasonable so when they ask me to keep it down I'm happy to oblige. It's probably hard to keep civil though when your neighbours are unreasonable antfuckers :p
