Winston Churchill, among many others, said the true measure of society is how well it treats its prisoners.

And he wasn't just talking about felons or people awaiting trial. That means people on psychiatric holds, juveniles, even children being momentarily detained as they are ushered to another parent by an officer for visitation rights.

They are all vulnerable and they all need society's protection.
