I worked for a money transfer company in 1995 and the government was scanning for terror-related keywords in money transfers at that time.

 

That won't work because the NSA has the most powerful computers in the world, funded by the "black budget". I don't think you can overwhelm them.

 

Maybe not overwhelm the computers, but somebody needs to sort out the false flags from the real ones... So lets give them more false flags.
