In any major storm like this, there's going to be some that can't evacuate, or maybe who just haven't heard the news. There's also going to be some who are too stubborn to evacuate, or who just failed to make the right decision. Most people do something seriously dumb-ass at least once in their lives. If we're lucky, we get to avoid the potential negative consequences of bad decisions, or at least recover from them. I think that you can say that some people were being dumb-asses for not leaving, while still being sympathetic to their plight. Many of the people who stayed might admit themselves that they were dumb-asses for not evacuating.
