AFAIK, US bills aren't removed when there's only a little writing on it, I've received bills with a number or something on it at the banks there... only when they get really messy are they taken out of circulation.
Yup, I would rather it be me but, however can do it is allowed to. In essence there aren't really any rules to humanity.
