I wouldn't talk to her at all about it. Just go with the flow when you're kissing and cuddling and if it's what you both want, then it should happen naturally.
I'm 48 years old Blake and I've never 'talked to a girlfriend about masturbation' in the way that you describe. If you're meant to be together, it will just happen. If it doesn't happen, then you're clearly not right for one another.
