you cant steal a meter without shutting down the curb-key valve, taking a meter off without doing that will be.. the locking valve isnt that trustworthy, and both should be turned off..

meters are never reset to zero, unless they are new. so yes, you can read the meter for long term like that previous tenant..

IF youre concerned about gas waste. get a wrench and turn it off.

 

^eventually it does go back to zero once so much gas has been used. after 999 there is 000 then 001....
