How about one of the Five Good Emperors of Rome, like Marcus Aurelius? They were dictators ruling an empire that was in very many ways fascists, yet they were considered to be very good men, especially Aurelius.
He was very humble and didn't abuse his powers as Emperor because he followed Stoicism, by choice, which was the art of refraining from pleasures and greed so that one could be socially pure of vice.

Every watch Gladiator? The image they make of Marcus Aurelius there is fabricated, but not entirely inaccurate.

So I'd say a man can be fascist and still a good person. That kind of a man could be compared to one who's a nice guy, but likes competition and a good fight, just on a larger scale between nations.
