Nikkaluokta, which is a swedish village, has an average low of -21.5°C in January officially but according to climate.data.org, the village has an average low of -15.5°C in January. Examples can go on like that. I argued with members on a weather forum for them using this unofficial website as a source. I became neurotic on that forum. It was simply a joke weather forum.
