I made some money on the black market. I was stationed in Germany during the late 80's. Coffee, tea, sugar, hard liquor, and cigarettes were still rationed on military bases. You could buy them off base but American liquor was expensive and American tobacco was considered superior to European tobacco. I don't smoke so just took their word for it. As for coffee, tea, and sugar...it was an antiquated rationing system. They didn't need to be rationed anymore. We could buy four gallons of hard liquor and five cartons of cigarettes per month. Germans loved Jim Beam, Jack Daniels, and American Marlboros. I didn't smoke and was a beer drinker. The safest place to sell your rations without worrying about CID was to cabbies. We only paid $10 per carton for cigarettes and could sell them to cabbies for 40DM.....about $32.00. I always sold my liquor rations to the married guys - they'd pay rent with it (as I said Jim Beam and Jack Daniels was extremely expensive on the German market). I charged them double what I paid for it, and they'd hit their landlords up for double or triple what they paid me. The Army paid married soldiers rent, so they'd be able to pocket the difference. Everything was available on the black market in Berlin. I bought a bunch of Russian uniform items including Soviet Airborne patches and a wool coat. I could never figure out how so much Soviet equipment was smuggled across the border. It was locked down pretty tight.
