Well I'm sure most Californians would like to consider themselves a nation unto themselves (hey, that kind of sounds like Texas!), but if we exclude the cowboy rural areas, California and Texas have a lot in common. High amount of drug trafficking and being the forefront of illegal immigration just to name a few.
Again, the grouping of rust belt states with New England and Ontario, it seems like eastern Ontario would be more suited to New York and Pennsylvania.
The Pacific Northwest goes too far into California. The line should be well above San Francisco. Really just the very very top part of Cali.
Unless you are talking about the whole northern section of California, which has neither of those things and also has no resemblance to the southern and central portions of Cali. California itself cannot be grouped together as one cultural group even remotely, let alone with Texas too.
There isn't a single state that can be. But coloring a map of the 50 states with about 100 different colors isn't very informative on a general scale, and I assume generalization is what he is going for.
