Interesting question. If there is a nudist society, then I don’t see why it would be viewed as a cultural. As with any culture it is engrained into your belief. Culture is a lifelong practice. So yes, I believe it can.
At a micro level, I guess I could say that during my first marriage, we implemented a family nudist culture. What that meant was that incorporated nudity in as many aspects of our lives as possible. "Family time" at home was usually nude. Important conversations were often conducted while naked. The "belief system" was that nude was just a "better and more connected way" for us to be together. The same can be true with nudist friends. But it is much harder to apply this on a macro scale.
