I don't know about your area. But in my area, the Police know more of the cruising spots than anyone else. Out here you are more likely to be approached by a Cop than by someone looking to hook up.
Same here. There's a park here that's been well known for it for decades, and a local politician got busted performing a blowjob there about a decade ago. Its patrolled by police regularly.

Hanging out with someone doesn't automatically draw notice from Law Enforcement. But in all States in the US, there are laws against having sex in public, or exposing yourself in public, and it isn't only gay people who get caught up by those laws. Actually, in most cases it's straight people that get busted for it. Idiot, entitled teens or tweens that think it's ok to bang your G/F in the parking lot of your favorite restaurant, or get a BJ from her while watching the latest Superhero flick at the Cine-Plex. It's usually only the male prostitutes and their trick that get busted in restrooms at the park.
I guess things have changed. A few years ago - pre Covid - I used to walk in a park where activity took place. There was a lot in the back of the park that few seemed to know about. When I'd walk by, I'd see cars with the door open and often wondered what it was all about. I check out the place online and it was known as a hookup spot and was supposedly safe. Not sure anymore . . .
Most of the cruising spots I know of are also heavily patrolled by the police because of the drug use/transactions that take place in the spots. I've known and/or have heard of many places but have never availed myself of them - never crossed my mind to check them out.
I did it a few times before covid. It was an unused road that went nowhere and led to nothing, quite secluded. Easy to miss if you didn't know it was there.
