Not if you can't spell culture I've never lived in a city which has been given that honour, so I couldn't say.
It gave Liverpool the chance to build again. Ringo Starr to insult the place, he was always a dick anyway! But yes, providing you act on it.. I believe it can make a difference. As Culture is an observation of development, and it could be argued that with such advances removes traditional life - If it sees investment and rejuvenation then all power to the victors
