I don't know. Women sometimes claim they don't like men looking at them, IOW, checking them out, in public. But I wonder about people not wanting others to look at them sexually in public. Because I've noticed women love having attractive men look at them. Or ugly rich men for that matter. And they claim they don't want men looking at their legs. Legs aren't even that sexual in our culture. And they certainly are not private or to be covered. If you don't want me looking at your legs, why do you reveal them, we tell them. To walk around in shorts, especially short shorts, implies that you don't mind people looking at your legs. Sometimes looking at a women can be intended to be obnoxious though, I guess. During the Murder trial of O. J. Simpson, 1994-1995, Kim Goldman, of the Goldman family, whose brother Ron was murdered by Simpson, claimed O. J. was eying her up sexually, in a boorish manner during the trial. But Simpson was trying to be obnoxious then. And that had nothing to do with sex or attraction. So that was totally different.
Then there are women who specifically dress so other will notice their sexuality. I like to play a game I call The Airport Game. That's where I watch women go by as I sit and wait somewhere. I've seen many women who dress to be noticed. Low cut jeans with a bare midriff and the straps of thong underwear showing across their hips. Thin blouses without a bra and plenty of cleavage shown. Or sweaters so tight their nipples visibly pressed and showing against the material. As I watch them go by rank them from one to ten. I also imagine what each would look like when shed of the clothing they are wearing. To go further I imagine what they would look like with my cock in their mouth. Or what the expression on their face might be as I fuck them. You'd be surprised by how fast time goes by playing this game. A few times I became dissapointed I had to stop so I could board the plane.
A couple of younger women at work were dressed to be looked at. Whether wanting to just feel sexy for their own sake. I don’t know But one caught me briefly admiring her bouncy breasts in her revealing top that made me fantasize about having her naked alone with me. I could not interpret her reaction though. Anything between disgust, annoyance, mix of those, surprise and maybe flattered.
It is what it is. As long as you're not staring them down with drool out your mouth and your hands down your pants, it's going to happen. We all do it at some point. If you dress to impress then expect to be looked at.
