I am not sure our poop and scoop laws even come near to covering this. I get ticked if someone does not clean up after their dog (I always carry a bag for my dog), if it was a grown person I think I would either lose it or be in such shock I would not say anything.
I would be less bothered by dog poop. Human poop is a bio hazard. Also, she doesn't even wipe! You would think she would carry a wad of tp with her.
