    They do need some more oppurtunities. If they are undereducated and underemployed like Sam says, theres your problem.

    I wouldn't worry about the kids, but deliquency is a concern. It could be mitigated if we were to invest in better oppurtunities for 'em.

    every country have those in different form and shape... In Denmark we've formed counter groups to them, and trust me... it's not that easy to get rid of... They can in like 20 mins or so gather groups up to 50 people, so yeah... I don't know about the chavs, but that's how it is in denmark... Atleast where I live
