Are these cases common in Germany?

I 've been doing business with a couple of distributors in Germany, however, I've never been to Germany and we only communicate with phone or email.

Case 1: They often suggest a shipping cost higher than expected.

Usually the slip of the cost shown in my received package is 20-30 EUR
lower than the shipping cost I paid. I tell you, there is NO special
packaging except a few used newspaper or bubbles sheet. Would that
    cost you 20-30 EUR more?

They've already earned from the items I purchased, why they are
    still doing things like this?

When I talk to them about the problem they almost always try to
be silent or delay the response for weeks, wasting our time as a weapon.

20-30 EUR is not a lot of money but this is NOT a fair money.

Handling fee? Shipping out something without decent packaging should cost 20-30 EUR in Germany? How much does a janitor get
    an hour in Germany?

Case 2: When you show your interest in a product they have, but
not listed in their catalog, which is certainly NOT something invaluable
or something they need to purchase from another people. (They
are the makers). They almost always suggest a price
to you that is ridiculously high, probably
3-4 times higher than products of the same kinds, probably you
think 3-4 times are fair for customized products, but ALL of their
products are customized. The situation is like that they know
you want this item, and they know there is no such price in
their catalog so that they can suggest any price like you are fool.

I understand that everybody on the planet wants to make more money,
but 3-4 times more is often talking about actual 300-400 EUR more
for something which is certainly NOT specific, not invaluable, nor
something which would rise in its value over time, it's totally a consumable.

It's like they are showing kinds of attitude like - Buy it with this
    price or Fxxx off

At last, I have to recall a fact - It's not the first time I trade with them,
it's not I am being rude or impolite. I am always aware of that - I am being clear and neat, I am not asking countless questions.

Why they are still like that?

It really affects my emotion a lot. I am not expecting that I can get
a totally 100% fair deal. However, how can it be that unfair to me?
    Was it simply a discrimination?
