I thought the ban was on animals with a solid hoof, like horses. Description of a hoof doesn't make sense when the hoof doesn't exist.

It doesn't matter who had the idea to do it, or what the intention was, the fact that your book says it was done really only helps cement my argument that it's basically primitive nonsense.
No reasonable human being would do such things. A book which says that a man who did this was beloved by god is something which I seriously question has any moral or other value in our age.
