California has been in a drought for most of this century. Sure there have been years with above average annual precipitation, but those are few, and far between.
Forty million people is a lot, but few are moving to Texas, and the ones that do are turning Texas blue. Any decline in the California population is offset by population gains from foreign immigration.
Bottom line is that people like it there.

In the 50s , my friends mom wanted to have well in her back yard. We started digging with A SHOVEL--and hit water a few feet down. The water table was very high back then.

 

And by the way--there used be a lake--the largest west of the Mississipi---The Tulare Lake that held all the runoff from the Sierra Nevada mountains to the east of the valley, but the farmers (Boswell,etc) claimed it for farming. It no longer exists because of the dams. In very occasional extremely wet years, it starts to fill its old bed and starts to back up in some small farm towns and the government has to force the farms that occupy the old lake bed--to close the levy back up.

Look it up--my gramma said the lake would reach the outskirts of my hometown, Lemoore, and reach clear over to where highway 5 is now up against the west hills.
