Help!?: Man Moves To An Island, It Gets Developed, He Moves To Another?

I'm looking for a small (mr man size or less) illustrated paperback book I had as a child - something like "joes island" but really not sure of the Title (or even that it was a 'Joe').

The character moves to an island to get away from the hustle and bustle, then the island starts to get developed until it too is hustle and bustle, so he moves on again. I think he has a seagull friend, and likes to fish. Can you help me find it?
