Like I said, I have been rule consequentialist for over 30 years now. Jeremy Bentham was an act consequentialist, but he was probably wrong about that and a couple of other things. In theory that might be correct, but in practice that leads to anarchy. You should always follow the rules unless you have a good reason to do otherwise. I know Gandhi said the most you should do to resist an evil oppressor is noncompliance. And he was way ahead of his time in many ways. He believed in things like peace and compassion and treating evildoers with dignity and respect always, even if he was part of religion that had some bad qualities to it too. I know back in 1991 some protestors said of George Bush, Sr.'s campaign to get Saddam Hussein out of power to give peace a chance. But some other protestors said when you're dealing with such evil people sometimes what you need to do is kick their @ss. And I thought at the time they both were right in their own way. Also when you think acts of violence or aggression are justified the problem may be that you don't even have your information correct, like with January 6th rioters. I sometimes don't know how I would or will react when people do terrible things to me. Especially when they do it in the worst way possible and with total disregard for my rights and with total impunity, like they did at Oakwood Hospital in 1988 and 9. But often I find that I deal with it a lot better than I thought I would too.
